Jerry Burckhard

passed away in Florida December 27, 2016

Gerard J. Burckhard, “Jerry”, formerly of Poughkeepsie, NY, passed away peacefully on December 27th in The Villages, FL at the age of 69. Jerry retired in 2002 as Associate Warden after a long career with the Westchester County Department of Corrections. Jerry is survived by his loving wife of 49 years, Margaret “Peggy” Burckhard, his son and daughter in-law, Brian and Dana Burckhard, and his two granddaughters, Kaitlyn and Natalie, his brothers and sisters Joseph Burckhard, Marybeth Sevelovitz, Barbara Parthemore, and Kevin Burckhard. He was predeceased by his son Gerard “Jerry” Burckhard Jr., his brothers Paul Burckhard and George Burckhard.Arrangements entrusted to Beyers Funeral Home and Crematory, Lady Lake, FL

Passing of Ronald Blackwell




Ronald R. Blackwell, 82, of Elmsford, NY, passed away peacefully at Phelps Memorial Hospital in Sleepy Hollow, NY, after a short illness, on July 24, 2016. He was born September 4, 1933 to Thelma (Evans) and James Blackwell. He was also predeceased by his loving adoptive Mother, Mamie Bradford. Ronnie graduated from Page Jackson High School in Charles Town, West Virginia in 1951. He served in the United States Air Force and was stationed throughout Europe and North Africa. He received the National Defense Service Medal, the Good Conduct Medal and the Army Occupation Medal. He was honorably discharged in 1955. In 1991, after 22 years of service, he retired from Westchester County Department of Corrections in Valhalla, NY.
Ronnie loved sports and was a former coach of the Elmsford Little League. He
was also an avid fan of the Knicks, Jets & Mets. He enjoyed gardening and
planted roses especially for his wife Arlene. His other pastime was music, a hobby
and pleasure shared with his two sons. He is survived by the love of his life, Arlene (Middleton) Blackwell to whom he was married for 56 years; and sons: Ronald D. Blackwell and Richard A. Blackwell, all of Elmsford, NY. WCRA Spring lunch

The spring lunch was attended by 33 retiree’s  Holy smoke did a great job with lunch and service.  We had many new faces and some came up from down south to attend.

We have secured a place for training and certification on HR218.  This will include range time with an ID card to be carried with you showing that you have completed the firearm course.    This is done as of now, two days a week in Orange County by the Sheriff’s Office.
For information call Capt. Weed at 845 291-7721.  Inform the Captain that you are a member of the WCRA and will need HR218 training.

David T.  Murden

David T. Murden, 87 of Pleasantville, NY, passed away January 1, 2015. He was born September 1, 1927 in Mt. Vernon, NY to his parents Sheldon K. and Viola (Taylor) Murden. David was a
World War II veteran and drummer with the American Legion Drum and Bugle Corp. in Mt. Vernon where he met his wife of 63 years, Ruth (Bicknese) Murden. In 1969 he moved to Pleasantville where he resided and raised his family. He worked as a storekeeper at Westchester Community College until his retirement. David enjoyed woodworking and carpentry and often built sets and props for the Mount Pleasant Community Theatre.

David is survived by his wife Ruth, daughter Carolyn DePalma of Tennessee, son Richard (Gabriela) Murden of Pleasantville and grandson Jordan DePalma of Vermont. He is predeceased by his daughter Jane Marie and his sister Jeanne Perry of Hazlet, NJ.

Visiting hours Sunday 4-8 PM at Beecher Flooks Funeral Home, Inc., Pleasantville where funeral services will be held Monday 10AM. Interment following at Kensico Cemetery, Valhalla, NY. WCRA Members,  Help is needed on moving a Senate Bill.  We need to support our military Brother and Sisters with a phone call.

 Although the Mid Term elections have ended, for those of us still working and living in NY that does not mean our work is done in the State Capital, we still have work to do. NYS Senate Bill S7839-2013, currently sitting on the Governor’s desk, rightly ensures that any person who has served in the military Combat or non-combat, may buy back his/her service up to 36 months and apply it towards retirement. I am asking those of you retirees still in the state of NY to please take the time to help by making a call to the Governor’s office at 518-474-8390, follow the tele prompts to speak to a representative and tell them that you are in support of Bill S7839-2013 (referred to as Military buyback Bill) they will only ask for your Zip code to show where the support is coming from. By making this very brief phone call we can show that we support all the men and women of SOA, COBA, and the entire NYS municipal work force who have unselfishly served in the military.

Sgt. Phil Banks Passing  It is with deep regret that I pass along to you the death of retired SGT Phil Banks. Reports are that Phil passed away yesterday from a stroke.   Details of his arrangements have yet to be set and I want to thank retired SGT Skip Reynolds for the notifying email. Phil lived in Orange County

A HEAD’S UP: The Westchester County Department of Correction is currently in posession of 150 firearms that retiree’s have left behind.  The Department has the right to destroy these firearms after 2 years but has yet to do this as a courtesy to the retiree’s. So if you have a weapon there you must notify SIU @ (914) 231-1128 of what your intentions are concerning these weapons.  That would be to pick them up (Pistol Permit required) or to destroy it.  If you live out of state but have aquired a pistol permit from your state of residence you can have the weapon shipped to a legal firearms dealer at your cost. You may also contact Deputy Commissioner Justin D. Pruyne and I can provide you with his department email address. 

Note that some of these weapons may be worth more money that when you purchased them, so don’t throw money down the drain. I want to thank DC Pruyne for the head’s up and the courtesy towards the retiree’s.

Retired Jail Nurse Alyce DeLuigi, 85, was a nurse who took no crap from anyone but was one of the funnyest persons to work with. I believe she started when the Sheriff’s Dept. ran the joint and stayed with the change over to the DOC. She was one of the “old breed” of nurse’s when the Jail was more of a family than a facility. When my class hit the building’s the Jail 7/3 minimum was 30 Monday thru Friday, 29 on Sat. and 28 on Sun’s. So everyone knew everyone and Alyce was a part of this. So to paraphrase Alyce rest in peace, honey! Thanks to Sal Daronzio & George Hall for the head’s up on this.

Retired CO Joseph T. Picarrelli, he was 80 years old. His wake will be Friday from 2-4 & 7-9 at the Coffey Funeral Home in Tarrytown. A funeral mass will be held on Saturday at 10AM at Immaculate Conception Churcch in Sleepy Hollow. Joe also served in the US Navy and if you ever walked though the Pen Kitchen (Pre-Aramark Days) it was a fun time because of him. So thank you for your service to the country and RIP Joe.

It is with deep regret that I pass along the death of Lynn Snyder, sister of retired SGT Fred Anderson, Jr. and daughter of deceased SGT Fred Anderson, Sr. The wake is Thursday at the Cortlandt Funeral Home in Verplanck from 2-4 & 7-9. The funeral will be Friday at 10 at the funeral home. My heartfelt condolences go out to Fred and the Anderson family.

Greetings from a very fridgid Northeast today. It seems the entire country is included in this polar vortex, except of course Alaska! Figures!!

CONGRATULATIONS: Go to to the following: CO Roynell Durant (3/28/14) and CO Donald Bopp (2/28/14) on their pending retirements. Best wishes to both for a long, happy & healthy retirement.

SMITTY’S CORNER: Our VP Don Smith, who is also our IT Wizard, had a great idea. He wants to post on the WCRA website items of interest that include all of us. The first item Don mentioned was Medicare. This is important to all as once we reach 65, POMCO becomes our secondary insurance and Medicare becomes our primary. Those of you who have gone thru this transition are our source for what not to do and/or look out for. So please if you have some insight to this send us the info and Don will post it to help everyone.

ELECTIONS: The terms of the President, Vice President, Treasuer & Secretary and the 4 Board of Directors are up for election this year. Nominations open on 7/15/14 & close on 9/15/14, so if your thinking of running or want to nominate someone this is the time. This is open to WCRA members only so if you wnat to help or participate this is the time to do it!

CLOTHING: Don Smith has a great many items listed on the website and we have gotten back positive feedback from all who have purchased them. So if your interested check the stock out.

We start off with bad news today.

 REST IN PEACE: Retired CO Vander Nixon, 72, died while in hospice care in North Carolina. The Obituary at the funeral home was short with no arrangements listed. So RIP to Vander and condolences to his family.
CONGRATULATIONS: Go out to the following people on their pending retirements: CO William White (1/31/140; CAPT Glenn Solotaroff (1/31/14); SGT David Jones (1/31/14); CO George Bowen (1/31/14) & CO Curtis Newton (1/28/14). Congrats to all and best wishes for a long & healthy retirement.
HEAD’S UP: The nation is gripped in this Polar Vortex, here in Monroe it’s a balmy 8 degree’s so please be careful when going out. Polar Vortex is just another definition for some of the old classic’s and you know them all!!!

December 12, 2013  The lunch at Casa Rina went very well with good food and over 40 members in attendance.  Skip Reynolds was the winner of the Wine basket, congrats to Skip.  This wraps it up for this year and we will reconvene sometime in May 2014.  Hope all have a great and healthy holiday and New Year. Photos from the lunch can be seen at George’s site.

October 2013:  It is with deep regret and much heartache that I pass along the death of retired CO John “Jack” Holterman. Jack died at home per his wishes. Jack was one of the original group of retiree’s who I use to get together with which grew into the WCRA. I attended the “home going Celebration” for Rev Charles at The Church at Westchester in Mamaroneck, New York. This big church was almost standing room only with many faces I have not seen for many years, a man with many friends.
